Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/18/2026. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements: Ability to Interpret Instructions, Specifications, etc. (Other Than Blueprint Reading) Ability to Lead or Supervise Ability to Plan and Organize Work Ability to Use and Maintain Tools and Equipment Knowledge of Materials Technical Practices (Theoretical, Precise, Artistic) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements/Working Conditions: The work requires the preparation and coating of surfaces from ladders, scaffolds, platforms and/or where the surfaces to be coated are in cramped and hard to reach places. In the performance of assigned tasks, he/she will continually be required to stand, stoop, bend, kneel, climb and work in tiring and uncomfortable positions. Incumbent will frequently lift, carry and set up materials and equipment that weigh up to twenty (20) pounds. Occasionally the incumbent may handle materials and equipment that weigh forty (40) pounds and over. Incumbent will move furniture office equipment and other items using proper equipment and techniques in areas to be painted to avoid damaging equipment and/or building components. Incumbent will request assistance when needed to avoid personal injury. The incumbent will work within the medical facilities operating functions and must use all appropriate tools and clothing etc. to protect self and others. Other assignments can be in remote areas such as subbasements, machinery rooms, roof tops, roads and walkways. Work conditions will require constant contact with paint fumes and will include working with flammable and toxic liquids. Incumbent must always be aware of safety hazards and know what action should be taken to avoid them. He/she must observe all local and National Safety Codes. He/she must know and comply with all safety factors of the trade to prevent fires and injury to patients and personnel. The incumbent must wear a respirator and disposable clothing including coveralls and cover for head, hands and feet when tasks require doing so and may, with proper training, work in areas of possible asbestos contamination. Work is primarily done indoors where fumes are present which may require the use of a respirator and will include working with flammable and toxic liquids. Some work is done outdoors such as parking areas and roadways, exposing the incumbent to heat, humidity and cold. Incumbent can be subject to such hazardous conditions as: working in damp, high, hot or cold environments exposure to harmful fumes and vapors injury from moving materials and equipment under buildings close quarters working around neuropsychiatry, TB patients and patients with possible communicable diseases.
