This role partners closely with county departments, vendors, and fiscal staff to ensure solicitations, awards, and contract operations comply with county procurement ordinances, financial policies, and applicable state regulations. The Contract Manager supports strategic sourcing, contract monitoring, and process improvements that strengthen countywide procurement efficiency and accountability.</p></span> <br> <br> <span id="MainContent_bold12" class="font-weight-bold">Overview: </span> <span id="MainContent_Overview"><br><br></span> <br> <span id="bold5" class="font-weight-bold">Duties: </span> <span id="MainContent_Duties"><br><br><p> <strong>Contract Award &amp; Administration:</strong></p><ul><li>Prepares award recommendations and contract packages.</li><li>Oversees contract execution, amendments, renewals, and closeouts.</li><li>Collaborates with departments to ensure vendors meet contract deliverables, insurance requirements, performance standards, and reporting obligations.</li><li>Monitors contract timelines, expiration dates, funding levels, and compliance issues in the county’s ERP or contract management system.</li><li>Supports contract kickoffs and ongoing vendor performance reviews.</li><li>Notifies departments when contracts are expiring</li></ul><p> <strong>Financial &amp; Compliance Oversight:</strong></p><ul><li>Coordinates with DMB budget and finance staff to ensure proper contract setup and alignment with budget authority.</li><li>Ensures contracts comply with county procurement rules, administrative code and home rule charter requirements.</li><li>Identifies opportunities to consolidate contracts to drive cost savings and efficiencies.</li><li>Assists with internal and external audits, providing requested documentation and supporting corrective action plans.</li><li>Tracks and reports procurement and contract performance metrics to DMB leadership.</li></ul><p><strong>Vendor and Stakeholder Relations</strong>:</p><ul><li>Serves as a liaison between DMB, county departments, and vendors throughout the contract lifecycle.</li><li>Addresses vendor disputes, performance issues, and non-compliance in collaboration with legal and department stakeholders.</li><li>Promotes vendor outreach, fair competition, and inclusion in county supplier opportunities.</li></ul><p><strong>Processes Improvement &amp; Policy Support:</strong></p><ul><li>Recommends improvements to procurement processes, templates, workflows, and internal controls.</li><li>Assists in the development and training of county staff in procurement procedures, contracting best practices, and compliance standards.</li><li>Supports initiatives to streamline countywide purchasing and enhance transparency.</li></ul></span> <br> <span id="bold6" class="font-weight-bold">Knowledge, Skills, and Abilities </span> <span id="MainContent_KSA"><br><br></span> <span id="bold7" class="font-weight-bold">Knowledge of: </span> <span id="MainContent_Knowledgeof"><br><br><ul><li>County-level procurement and regulations.</li><li>Government contracting practices and procedures.</li><li>Competitive solicitation standards.</li><li>Grant-funded procurement requirements.</li></ul></span> <br> <span id="bold9" class="font-weight-bold">Skill in: </span> <span id="MainContent_Skills"><br><br><ul><li>Microsoft Office Suite</li><li>ERP or contract management systems. </li></ul></span> <br> <span id="bold8" class="font-weight-bold">Ability to: </span> <span id="MainContent_Abilityto"><br><br><ul><li>Demonstrate strong analytical skills and attention to detail.</li><li>Communicate effectively, both orally and in writing.</li><li>Draft Word documents (i.e., letters, memos, etc.). </li><li>Demonstrate contract negotiation and vendor performance management. </li></ul></span> <br> <span id="bold10" class="font-weight-bold">Residency: </span> <span id="MainContent_Residency">Allegheny County within 1 year.</span> <br> <span id="bold11" class=" font-weight-bold">Veterans' Preference: </span> <span id="MainContent_VeteransPreference">Will be awarded to eligible candidates.</span> <br> <div id="Needtocenterandbold" class=" text-md-center font-weight-bold"> AN EQUAL OPPORTUNITY EMPLOYER - M/F/V/D </div> <br> <br> <div id="Needtocenterandbold2" class=" text-md-center font-weight-bold"> <a href="https://apps.alleghenycounty.us/HRJobApplication/firstpage.aspx?id=2990" id="MainContent_Applyonline">Apply Online</a> </div> </div> <br> <br> <br> </div>
